About seven months ago, Adobe announced that it will stop Flash Player support for mobile browser. To repeat that statement, Adobe wrote on its blog to clarify its plan at the official announcement of Android 4.1 Jelly Bean.
Devices that come with pre-loaded Flash had been certified by Adobe that Flash Player will work as expected in the devices. Previously, users of a device without Flash certified can easily get the copy of Flash on Google Play Store and it works fine. With the release of new Android version, Adobe said that it will not certify any Android 4.1 devices.
Adobe also said that started on August 15, it will make a new rule on Play Store that only allows Flash Player update for devices that come with Flash Player in default. Devices that don’t have Flash installed will not be allowed to download it from Play Store. Although an Android 4.0 device that upgraded to Android 4.1 still having Flash, Adobe recommends to uninstall it becuase it may cause undesirable things. Hope that you can find the APK file in the Internet.
